Drug Free Schools Act & Stop Campus Hazing Act Committee
In support of the University of Northern Iowa’s responsibilities for compliance with the Drug-Free Schools and Campus Regulations (34 CFR Part 86) of the Drug-Free Schools and Communities Act (DFSCA) and the Stop Campus Hazing Act (SCHA), this committee will:
- Lead the implementation the DAAPP and its associated processes on an annual basis
- Lead the Biennial Review process on a biennial basis
- Lead campus efforts to meet the requirements of the Stop Campus Hazing Act
Membership
Members of this committee are a cross-functional representation of the campus community, including representation from the following offices, in support of best practice compliance. Departments/units are represented by:

Responsibilities of all members include:
- Engage in the processes related to the annual review and development of the Drug and Alcohol Abuse Prevention Program (DAAPP).
- Engage in the biennial review of the DAAPP, including but not limited to assessments of policies, practices, educational efforts and the creation of recommendations for continued improvement.
- Engage in establishing institutional efforts including communication, programming and other educational opportunities to meet the requirements set forth in the Stop Campus Hazing Act.
Representation from the above listed departments/units is critical to provide broad institutional engagement in the tasked processes. Individual membership is encouraged for more than one year when possible to support increased depth of understanding on the part of committee members for the institutional responsibilities related to the Drug-Free Schools and Campus Regulations, Drug-Free Schools and Communities Act and the Stop Campus Hazing Act.
In addition to the above representatives, this committee is led by the Assistant Vice President & Dean of Students (Dr. Allyson Rafanello), the Director of the Student Health Clinic (Sarah Behrends) and the Health Promotion Coordinators (Megan Cahalan and Austin Lott). This committee is charged with this work by the Office of the President and supported in its operations by the Vice President for Student Life (Dr. Heather Schroeder).
